From a legal point of view, the Institute is a non-profit association, of Luxembourg law, having its registered office in Luxembourg and having as principal mission the management of the Institute.

aim

The Association has as principal aim to ensure the management of the European Institute of Cultural Routes, to collect funds necessary for its operation, to pass conventions with partners who respect the principles of the programme and to take care of the implementation of the mandate envisaged in the administrative Agreement with the Council of Europe.

financing

The funds necessary for the achievement of the social aim of the association are gathered from contributions of the State of Luxembourg, the Council of Europe, from its own activities, from contributions of public communities and persons, moral or physical, in particular in the form of subsidies, gifts or bequests, from income generated by publicity or other rights, as well as from membership dues. Thus the two supervisions, apart from the subsidies they bring, appeal by way of mission contract to the services of the Institute: Campaign "Europe, a Common Heritage", preparation of work on cultural routes in the so called Grande-Région...

The Institute does not have the role of financing the European projects submitted to it. It represents a technical relay between the Council of Europe and the structures that propose new topics or new European cultural routes. But within the framework of instruction it can financially help project carriers to contact new experts or partners, or it can help them, by preparing meetings or seminars, to carry out a thorough analysis of the topics considered. It can finally play a role in assisting with the financial arrangement of new proposals.

On the other hand, the Institute can sign conventions of partnership and objectives to create or reinforce the European opening of a local or regional project, conventions whose methods envisage cross financing.
