Being foreseen by the treaty of Maastricht and being convened by the European Council of Madrid at the end of 1995, the intergovernmental Conference reuniting the representatives of the 15 member states of the European Union opened on March 29, 1996 in Turin.
All the countries of the Union are conscious of the necessary transformation of the building constructed by successive strata for half a century. All also agree to place the conference under triple imperative of the simplification, the democratisation and the better efficiency of the European construction.
But the opinions diverge strongly as for the dimension of the reforms to be carried out and especially in their orientation: intensification of the intergovernmental co-operation, or deepening of the community integration? ?Europe at your choice", where each would be free to adhere in politics of the choice, or necessary community of the objectives of the Union, even if it means allowing strengthened solidarities within "Europe with variable geometry"?
It is to say the importance of the meeting of 1996 and the difficulty. |
